The SHRAM Bulletin this month focuses on the twin problems of migration and refugee. Migration and Refugees is a problem which go hand in hand and comes in limelight in international terms when they affect the relations between countries badly. If people are forced by the circumstances to migrate to some other country, the other country should give them refuge on human grounds. But if the refugees live in the host country for a prolonged period, they mix with the local people which changes the demographic situation there and causes many social economic problems, i.e., it increases the burden of the government in terms of economy, development, law and order as well as it causes social tensions also as it generates unemployment, poverty, unpatriotic feelings. The SHRAM Publication features two important insights one is Interview on “Gendered Migration in Kerala with Praveena Kodoth” and the other is A Study Report on Youth Migration by Debdatta Club.

 

1. Gendered Migration and Economic Development in Kerala
Praveena Kodoth

Praveena Kodoth is Associate Professor Centre for Development Studies. Her areas of interest are Social Policy, Higher Education, State Politics and Policy. In this interview she talks about how emigration from Kerala has impacted and whether or not it leads to a brain drain

2. A Study Report on Youth Migration
Debdatta Club

The present project is situated in Gaisilat block in the district of Bargarh. Gaisilat block is one among the 6 blocks of the Padampur sub division of the district. It may be observed that the district has two paradoxical situations-while one part of the district is well developed, the other part is rain-fed and agriculturally underdeveloped. There is occurrence of drought in every alternate year in the rain fed areas. Due to the frequent drought large chunk of the population migrates every year to nearing district as seasonal migrants for agricultural work and a fraction goes to other state as brick kiln workers in states of Andhra Pradesh, Tamil Nadu, Chhatisgarh, Uttar Pradesh etc.

1. Refugees in Delhi

The report examines the lack of protection and adequate living conditions of Afghans, China and Tibetan refugees and asylum seekers in Delhi. Although UNHCR is currently registering and recognizing refugees in Delhi, these refugees wait long times due to processing delays.

2. Plight of Refugees: Remissness of India; Need For a New Legislation
Juhi Bhutani, Tulip Joshi

Injustice is prominent theme in the news, but there is far less attention to how to be affective in opposing it. How does one respond to the dilemma of dealing with people who have been displaced under extraordinary circumstances and yet reconcile this with perceptions of national security? The dilemma between moral and emotional attitudes toward refugees in the Indian culture –in India he is a guest, in the west he is in need of charity.
